Hyderabad’s real estate scene has been rocked by revelations linking CSK, a prominent company, to mafia activities. Allegations include illegal land acquisitions, coercion, and corruption, raising concerns over the city’s booming property market. Authorities are intensifying investigations to dismantle the network, as citizens call for swift action against those involved.
Chimanlal Suresh Kumar, a textile trader turned real estate mogul, is under investigation for encroaching and selling lake land at Shastripuram, leading to a multi-crore scam and demolition of illegal structures.
In Old City, CSK stands for Chimanlal Suresh Kumar — a textile trader, in his late 50s, who is said to be part of a real estate mafia. He is reported to be responsible for encroaching on the land of the Nizam era’s Rukn-Ud-Dowla lake at Shastripuram, where recently the HYDRAA dismantled 13 multi-storey buildings and 11 boundary walls.
According to sources, Suresh Kumar had purchased the lake land from Mohammed Khader and started a real estate venture on over 11 acres in a partnership with the King’s Group. Before starting the venture, he got his men to fill up the lake over a period of eight years, according to one Anwar Kamal. Suresh Kumar allegedly made over `400 crore by cheating hundreds of buyers. “We were told that the land does not come under the lake and can be registered. So we paid money to Suresh Kumar’s men. After HYDRAA demolished the structures, we have lost our hopes on life,” said Safia Begum, who bought a 300-square yard plot.
Suresh Kumar prepared documents to get the land on his eldest son’s name, reliable sources said. The sources said Suresh Kumar used his political connections to mortgage the encroached land and later sold it to customers. After the HYDRAA dismantled the illegal buildings, Suresh Kumar went underground, sources said.
Speaking to #Khabarlive, Dr Lubna Sarwath, an activist-politician, said the lake land was being encroached since 2014. “In 2022, I was shocked to see that the lake was dumped with debris, and roads and sewer lines were laid in the land where the lake existed,” she said and added that she ahd lodged a complaint with HYDRAA commissioner A.V. Ranganath.
An associate said Suresh Kumar used to throw high-profile parties at his farmhouse in Kothur. He used to target a business community because he thought they would not go to the police. He also allegedly cheated Surat-based textile traders. However, one Narikuda Sajjan complained to the police after Suresh Kumar cheated him in a construction contract despite taking money. Based on his, the Cyberabad police arrested Suresh Kumar at Shadnagar on March 13, 2020. About 10 years ago, Suresh Kumar faced a cheating case filed with the Moinabad police. Subsequently, he is named in seven cases involving cheating, forgery and threatening cases.
Meanwhile, Suresh Kumar Agarwal of CSK Realtors Limited in a statement denied allegations of filling up Rukn-Ud-Dowla lake at Sahstripuram, starting a venture with a third party and duping purchasers. Legal counsel of CSK Realtors issued a public notice in which they said CSK Realtors/Suresh Kumar Agarwal only entered into agreement with the original pattedars for the purchase of 10 acres.
Thereafter, along with the pattedars, the land was sold in parts to purchasers. The said land was not at all affected by the full tank level of the lake and it was not government land, he said. The company did not make any false claims with purchasers and was standing by the purchasers, legal counsel said.
Khabarlive clarifies: We stand by our report. The land, though possessing valid patta, cannot be used for non-agriculture purpose because of the FTL restrictions. The purchasers claimed that they were shown a layout (unauthorised) before the sale transaction and were assured that structures can be raised. The newly set up HYDRAA carried out demolition of illegal structures that came up on the land parcel.
Continuing their drive against illegal constructions, teams from the Hyderabad Disaster Response and Assets Monitoring and Protection (HYDRA) demolished 12 multi-storied buildings and over 40 compound walls, which were built illegally. They were built in the full tank level (FTL) of the Bum-Rukn-ud-Dowla lake in Shivrampally near Kings Colony (Shastripuram). The demolition drive started early morning and continued till evening amid heavy deployment of police.
Meanwhile, when the demolition was underway, AIMIM legislator Mohammed Mubeen along with 14 others tried to stop the demolition. However, the cops took them into preventive custody. Two supporters who tried to defy were caught by their collar and put into the police van. “As of now, it has come to our notice that one of the multi-storied buildings in the lake FTL has been built by the MLA. Irrespective of the people who are involved, we will raze all such illegal structures,” said an official from HYDRA.
The illegal constructions that have been razed were spread over 10 acre and according to the HYDRA the entire land parcel has been successfully recovered from encroachers. The recently appointed HYDRA commissioner A. V. Ranganath was present at the spot and the area around the demolition site was sealed. Later, in a press release, he warned realtors, builders and individuals against building illegal constructions in FTL and buffer zones of water bodies. He said that HYDRA would take stringent legal action against all such people.
Ranganath said that when he went to National Remote Sensing Centre (NRSC) at Balanagar, its director Prakash Chauhan gave a powerpoint presentation. “As per the data, between 1979 and 2024, the extent of lakes in Hyderabad has reduced by 61 per cent, which is a very alarming situation,” he said.
Mailardevpally police said that 150 personnel were deployed in order to make sure that demolitions were carried out peacefully. Meanwhile, HYDRA on Saturday also demolished illegal constructions, including multi-storied buildings, compound walls and layouts, around Erla Cheruvu near Madinaguda in Hyderabad. #hydkhabar
